The engine you have is most likely a briggs & stratton or tecumseh engine. These engines are made to go slow because of safety reasons. On reason it goes slow is because of the governer. DO NOT REMOVE IT! You can usually make small adjustments to increase the RPMs. Another reason is the sprocket size.
